Other Regions Activities
India
During the 1990’s India began to unbundle components of the power sector and set up state and central electricity regulatory bodies. RAP assisted in training the first generation of regulatory commissioners and staff through programs hosted by respected Indian institutions such as The Administrative Staff College of India and The Institute for Financial Management and Research, with support from USAID. In 2010, there is growing government and private sector interest in energy efficiency and renewable energy policies as key ingredients in a low-carbon sustainable development path for India. RAP has provided information on international best practices in these areas to colleagues in India, and RAP anticipates becoming more deeply engaged on these issues in the near future.
Latin America
In 2009, RAP worked with the Chilean government to develop an aggressive energy efficiency policy, including program design and revenue decoupling for distribution utilities. RAP expects to provide additional support to Chile in the future as the country deploys energy efficiency.
Asian Development Bank
RAP joined with the Asian Development Bank (ADB), the United States Agency for International Development, the World Resources Institute, and the International Energy Agency to sponsor the Asia-Pacific Dialogue on Clean Energy Governance and Regulation, held June 21-22, 2010 in Manila. The conference brought together policymakers, regulators, private sector representatives, academics, civil society representatives and other energy experts to share experiences, policies and practices on clean energy regulation and governance. More than 100 people attended the conference, representing at least 14 countries. RAP's Wayne Shirley gave this presentation on effective resource planning, and Rick Weston offered this overview on decoupling. They also moderated panel discussions on market structure, energy efficiency and renewables, and the integration of intermittent resources in system operations. In its consulting capacity with the ADB, RAP has prepared regulatory policy papers and educational materials for ADB staff, and provided peer review for other papers and publications. RAP also was instrumental in working with the ADB to finance the first energy efficiency power plant in China.
Elsewhere
RAP's work has reached Samoa, the Philippines, Brazil, Kyrgyzstan, Poland, Mauritius, Ghana and many other regions in recent years. We have helped develop national energy guidelines, while working to extend electric service into rural areas, recommend regulatory reforms, and provide low-income energy assistance.
