Both in the European Union (EU) and globally, the use of energy efficiency obligation (EEO) schemes–policies that place an obligation on energy companies to deliver end-use energy savings targets over time–has been growing. For EU Member States implementing an EEO under Article 7 of the Energy Efficiency Directive (EED), this toolkit provides a step-by-step guide through the design and implementation of EEOs. It covers how to establish the EEO’s objectives (including designating eligible sectors and savings targets), select appropriate design features, set up an effective compliance regime, and carry out evaluation and reporting. The toolkit is designed as a tool for policymakers and stakeholders, and aligns with the requirements for compliant implementation of Article 7 of the EED.
