RAP has filed comments with the National Association of Regulatory Utility Commissioners (NARUC) regarding the organization’s recently-released draft Distributed Energy Resources Compensation Manual. 

In the comments, RAP commends NARUC for undertaking this work and makes specific suggestions for consideration on three broad aspects of the topic: 

• The nature of distributed energy resources (DER); 
• The need to identify the value(s) of DER; and
• Translating those values into utility rates.
