After a global search, the Regulatory Assistance Project (RAP)® has named a new CEO to strengthen and grow the organization as it continues to bring thought leadership and clarity to the energy transition.  

RAP has appointed former British diplomat and Energy Transition Chief Counsellor at the International Energy Agency Katherine Dixon as its next CEO. Dixon replaces Interim CEO and RAP co-founder David Moskovitz effective Jan. 1, 2025.

In its decision to hire Dixon as CEO, RAP’s Board of Directors credits her proven leadership, deep global knowledge and expertise in the energy transition.

“We sought a visionary leader to guide RAP’s next phase of growth and impact, which we found in Katherine Dixon. She brings knowledge of and passion for the work we do worldwide every day,” said Amanda Ormond, chair of RAP’s Board of Directors. 

Added Moskovitz: “Katherine brings deep expertise and a proven track record across global private, public, and civil society sectors, strengthening RAP’s leadership in energy regulation and policy.” 

Dixon has more than 20 years of experience spanning the public, private, and nonprofit sectors. She is currently head of Bain Consulting’s Global Energy Transition Policy Centre; before that, Dixon served as VP of Strategy at Shell Oil. 

Dixon originally hails from the United Kingdom and currently resides in Paris, France. 

In addition to naming Dixon as CEO, RAP has promoted Principal and European Programme Director Jan Rosenow as the organization’s Vice President, Global. Together, they will help shape and implement RAP’s vision across the globe.
