中国当前的电力行业改革始于2015年3月颁布的“9号文”,“十三五”规划以及一系列致力于减少限电和提升可再生能源消纳的政策文件紧随其后。尽管中国朝着既定目标已经取得了显著的进步,但政策制定者仍然面临一些严峻挑战,诸如发电产能过剩,可再生能源并网问题,如何达到空气质量目标,实现温室气体减排目标等。 围绕这些问题,睿博能源智库和自然资源保护协会共同总结了以美国为主的国际经验,希望可以为中国的政府部门提供国际视野和应对方案。我们为此准备了4篇文章,分别涉及到可再生能源并网,电力批发市场,电力规划和政府监管领域。 可再生能源并网 在中国,可再生能源并网是一个亟待解决且较为复杂的问题,需要涉及到电力规划,政策,市场设计,监管,运营(调度)和资源灵活性等方方面面。它们在提高系统灵活性以支持更高比例的波动性可再生能源方面,扮演着各自的角色。 美国电力行业达成了一项新的共识,即现有的电力系统可以以相当低的成本大幅度提高灵活性。这些低成本解决方案包括更大的平衡区域,市场设计和运营方法的改变,通过政策和定价提高需求侧灵活性,以及鼓励现有的传统发电机组更加灵活地运行。输电、储能、和灵活性燃气发电方面的新投资也有助于可再生能源并网,但在短期内通常成本效益不高。中国可能也面临同样的问题。在哪些领域可以提高中国电力系统的灵活性?以及如何最大限度地提高灵活性,这些问题值得好好调研。 改进调度,实行更合理的短期批发定价机制,是对中国非常有利的改革方向。事实上,这些在9号文件已经有所提及——虽然尚未形成足够详细的改革路线。中国需要非常仔细地进行电力市场的设计,重点在于提高灵活性,支持波动性可再生能源上网。这篇报告通过总结美国可再生能源并网的经验和教训,可以为中国的政策制定部门提供一些借鉴。 电力市场设计和实施 尽管一直以来,业界在电力市场设计方面一直有争论,不同国家、甚至美国不同地区的电力市场模式都不尽相同,但对电力市场的基本原则是有一些重要共识的。首先,政策制定者认可市场应该保障电力系统高效运行,引导发电设备和其他资源的理性投资和合理淘汰,为业主提供合理的补偿。此外,市场作为一项工具,应该用以实现政府的政策目标,包括高效,减排和可靠性目标。 我们认为有三个市场准则,与中国电力行业市场化改革工作方向相一致: 以小时和分钟为单位,高效、灵活地运行(调度)现有资源。 对发电厂进行合理支付和补偿,以支持高效和灵活运行。 传递正确的价格信号,引导投资合理化,淘汰过剩产能,支持能源发展与减排的政策目标。 落实这些准则可促进可再生能源并网,最小化系统成本及排放,以及保持系统稳定性。在中国和全球范围内,单靠市场无法解决这些挑战,必须与电力行业规划紧密协调一致。 电力规划 电力行业规划的制定和施行,是确保电力项目投资具有成本效益和环境可持续的基础。当前中国电力行业最主要的挑战,是如何使电力部门摆脱以满足快速增长的电力需求为主要考虑因素的传统模式,转而采用充分权衡利弊和多重目标的新型模式,包括结合中国的可再生能源、环境质量、价格水平和可靠性等目标。… View Summary +
