The deployment of heat pumps is a key part of the greenhouse gas reduction goals set out in the Inflation Reduction Act (IRA). While the IRA is an important step forward, states are demonstrating that the decarbonization of heating and cooling in buildings requires additional policy initiatives: workforce training and development, improved energy efficiency program delivery and education, and improved public access and participation.

These examples demonstrate how to build on state policies and further leverage federal funds to deliver heating and cooling improvements in homes.
