Katherine Dixon

Katherine Dixon is a leading expert in energy transition policy and regulation. As CEO of the Regulatory Assistance Project (RAP), she drives policy and regulatory solutions to build clean, reliable and equitable energy systems worldwide.

With experience spanning government, industry and international organizations, Katherine has dedicated her career to accelerating the shift to low-carbon energy through policy, regulation and investment. Prior to RAP, she led Bain & Company’s Energy Transition Policy Centre, advising corporate and government clients on strategy, policy and investment. She previously served as Energy Transition Chief Counsellor at the International Energy Agency (IEA), where she directed programmes to advance clean energy transitions globally.

Earlier, as Vice President of Energy Transition Strategy at Shell, Katherine shaped the company’s net-zero strategy and led demand sector decarbonization efforts. She began her career as a British diplomat, specializing in climate and energy, counter-proliferation, and China. She served as Private Secretary to the Foreign Secretary, advising on international energy security and climate diplomacy, and was a nuclear policy expert in the UK’s Iran E3+3 negotiations.

Katherine holds degrees in Natural Sciences from the University of Cambridge, Chinese Studies from SOAS, and a master’s in finance from London Business School.
