This document contains comments of the Engine Manufacturers Association on the model regulations for the Output of Specified Air Emissions from Smaller-Scale Electric Generation Resources, public review draft. The EMA provides the comments on the process used to develop the draft model rule, the manner in which the draft rule fails to achieve its stated objectives, and the necessary revisions that will need to be made to the model rule.
