This report, written by Pamela Lesh of NRDC, compiles the rate impact experience during this decade with decoupling of retail gas and electric utility revenues from sales volumes and provides, along with this, information on relevant order numbers, statutes, mechanism descriptions, and implementing tariffs are discussed.
