This is an informational paper by Catherine Murray for the Hawaii Clean Energy Initiative Workshops. This report considers five of ACEEE’s leading states for policy approaches and outcomes that may be of interest to Hawaii. These states are California, Connecticut, New York, Oregon and Vermont.
